Impact: restructure code to fix compiler warning

into #ifdef CONFIG_SPARSE_IRQ.
Eliminate the desc variable, otherwise following warning happens:
 fs/proc/stat.c: In function 'show_stat':
 fs/proc/stat.c:31: warning: unused variable 'desc'
